Start with the order, not the app
The district administration of Srinagar published a notice suspending VPN services in the district under section 163 of the Bharatiya Nagarik Suraksha Sanhita. Lawyers and digital-rights groups have questioned whether such blanket orders are lawful. That debate does not tell you what applies to you today. What applies to you is the text of the order for the place you are in.
What this means for you
If an order is in force where you live, using a VPN may go against it, and this page will not suggest otherwise. We cannot tell you whether an order covers your district at this moment, whether it has been extended, or how it is enforced. Rules differ by district and change often, and you answer for following local law and each service's terms. If in doubt, ask a person who knows, or leave the tunnel out.

If your trouble is video that stalls
Most of the time a stalling video in the valley comes from the same dull places as elsewhere. Indoor signal, evening crowding on the cell, a weak Wi-Fi router in a stone-walled room and a phone saving battery by throttling background data are the first four. A VPN fixes none of them, and where an order applies it is not an option anyway.
Try the unglamorous steps in order: move near a window or step outside, switch between mobile data and Wi-Fi, lower the video quality by one step, restart the phone and try at a different hour. A router placed in a corridor rather than behind a closed door often beats any app.
